Description
Manages the Central Emergency Dispatch Center (CEDC).
DUTIES

Primary
- Effectively directs and oversees CEDC operations based on the changing needs of the community and within established parameters. Manages dispatch personnel.
- Acts as liaison between CEDC staff, local emergency personnel, City and County Government Officials, and the public as necessary. Coordinates with multiple public safety entities.
- Responds to inquiries and/or requests for service and provides community members with appropriate department or agency information. Speaks to community groups regarding division operations as requested.
- Reviews, updates, and maintains Indiana Data and Communication System (IDACS), National Crime Information Computer (NCIC), and other similar systems.
- Oversees the accuracy and submission of required reports with the Indiana Office of the Treasurer, as well as daily reports.
- Attends IDACS, NCIC, NENA and similar related meetings as appropriate.
- Responsible for setting up and staffing a limited emergency operations center, possibly off-site, in the event of a major crime or natural disaster. Required to be on call in the event of emergencies, as required.
- Coordinates the on-site Commission for the Accreditation of Law Enforcement Agencies (CALEA) assessment.
- Communicates with the CALEA and updates/maintains files, proofs of compliance, etc., to ensure continued CALEA accreditation.
Secondary
- Assists in emergency dispatching when necessary.
- Assists the Records Division with fulfilling requests for public information.
- Performs related duties as assigned.
Job Requirements
- Minimum education of a bachelor's degree or equivalent employment experience.
- Three years experience working as a supervisor in a dispatch center.
- Knowledge of relevant OSHA and FSLA requirements.
- Must have and maintain knowledge of current technology advances in the field. Proficient in the use of computers, cell phones, computer-aided dispatch (CAD) and IDACS/NCIC computer systems, mobile data terminals, radios, and digital alarm systems.
- Must be proficient in the use of Microsoft Word, Excel, and Power Point.
- Excellent written and verbal skills. Ability to effectively communicate with the public, and other officials and agencies during varied emergency situations.
- Must have and maintain the certifications required for emergency pre-arrival medical (EMD) information dissemination, CPR certification, and IDACS/NCIC computer systems certification.
DIFFICULTY OF WORK
Incumbent performs duties in a standard office environment, involving sitting for long periods, sitting/walking at will, lifting/carrying objects weighing less than 25 pounds, bending, reaching, crouching/kneeling, keyboarding, close/far vision, color/depth perception, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objects May be exposed to life and death situations.
PERSONAL WORK RELATIONSHIPS
Incumbent maintains frequent contact with Telecommunicators, and multiple public safety entities including, but not limited to, the City of Bloomington Police Department, Monroe County Sheriff's Department, Ellettsville Police Department, Stinesville Police Department, Bloomington Fire Department, multiple Township Fire Departments, the IU Health Ambulance service, the State Department of the Treasurer, the State 911 Board, and members of general public for the purpose of exchanging ideas, information, and opinions to aid in the development of policies, render decisions, and resolve problems.
The incumbent will meet with representatives from the Commission for the Accreditation of Law Enforcement Agencies (CALEA) as needed.

Employees may elect the High Deductible Insurance plan with the City providing an HSA contribution and if the employee is a non-smoker or participating in the Tobacco Cessation program, the employee only plan is at no cost to the employee.
- Employees and their dependents (ages 3 and up) who are on the City's health insurance may utilize the City Employee Health Clinic.
