Description
Performs direct contract oversight and ensures contract compliance for outsourced services of combined labor and materials, required to maintain Metro’s facilities and Rights-Of-Way (ROWs). Jobs in this classification are assigned exclusively to the Operations Facilities Contracted Maintenance Services (FCM) Department, with exclusive responsibilities for overseeing complex contracted maintenance services.
Examples of Duties
Supervises the activities of FCM contractors and technical personnel, internal or external, engaged in the performance and delivery of contracted maintenance services
Oversees various aspects of the service contracts which includes development, review and update of contract documents, research, analysis, finances, technical knowledge, schedules, budget compliance, planning, and reporting with strong attention to detail
Works closely with Vendor/Contract Management (V/CM) to initiate and coordinate all procurement actions to ensure timely execution and service continuity
Prepares requisitions, detailed statement of work packages, cost estimates, and justifications for procurement of goods or services
Collaborates and coordinates efforts with V/CM to develop and review evaluation criteria and minimum qualifications; present scope overview during readiness review, pre-bid and kickoff meetings; review bids and proposals; participate in contractor selection process; conduct detailed review and analysis of bids/proposals submitted and prepare technical evaluations
Works closely with Procurement, Real Estate, Third Party Administrators, Engineering, and other Metro departments as well as various other public agencies to identify maintenance needs and responsibilities and provide comments on project drawings, plans, and specifications
Conducts job walks for system expansion capital projects, develops punch list items for acceptance, and follows-up with project teams to ensure all items are corrected
Communicates effectively with the general public responding to inquiries and resolving maintenance issues
Conducts site visits and attends regular meetings to assesses contractor’s maintenance services to ensure appropriate progress, work methods and to evaluate quality, completeness, and compliance with contract requirements
Supervises activities associated with Memorandum of Understandings (MOUs); coordinates work with various stakeholders and ensures compliance with MOU requirements
Coordinates facilities and ROWs homeless encampment cleanup activities with the support of Metro’s system security and law enforcement
Reviews and maintains or manages the maintenance of records; prepares weekly and monthly activity reports
Develops and maintains comprehensive contracts, reports, standard operating procedures, spreadsheets, and correspondence, and keeps up-to-date documents and filing systems electronically and in hard copies
Develops annual department and contract budgets; ensures expenditures are in accordance with contract requirements and Board approved authority, and that contracts and projects are completed on-time within approved budget
Partners with Risk Management to inspect, investigate and document incidents related to contracted maintenance services; represents Metro in court cases and supplies expert testimonies related to contracted maintenance services
Utilizes a computer-based information system to submit requisitions along with complete bid packages, process work orders, incidents, timesheets, material requests, and performs other related tasks
Accounts for subordinate and personal compliance with all of Metro's safety rules, polices, and procedures

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
Bachelor's Degree in Engineering, Public Administration, Business, or a related field
ExperienceThree years of relevant supervisory experience in contracts management and budget administration of construction and/or maintenance contracts in the following areas facilities operations, track, signal, or traction maintenance, or rail engineering
Certifications/Licenses/Special RequirementsValid California Class C Driver License
24 hour on-call
Depending on assignment may be required to climb up to 50 feet
Possible exposure to physical, weather, electrical, mechanical, and chemical hazards
Essential Knowledge
Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
Theories, principles, and practices of project and contract management and business financial best practices
Financial and mathematical analysis, and statistical research
Computer applications; advanced knowledge of MS Office and the ability to excel in utilizing other computer applications in support of contracted maintenance services such as FIS, B2G Now, M3, EAMS and CIMS applications
