Who We Are
The Susan Thompson Buffett Foundation (STBF) is a private grant-making foundation with a U.S. home office in Omaha, NE and a global home office in Kigali, Rwanda. Our staff is comprised of over 80 individuals across two continents. With annual spending in excess of $1 billion, we are one of the largest private foundations in the U.S.
The Foundation is unusual for donors of such size as we have only two main areas of grantmaking: (1) supporting women’s health and reproductive freedom in the U.S. and around the world, and (2) enabling low-income students in Nebraska to attend and succeed in college. Unlike most foundations, STBF will not exist in perpetuity. After Mr. Buffett passes away (he is currently 95 years old), the Foundation’s grantmaking will grow substantially, then eventually sunset after approximately 10-15 years.
Unit Summary
The Program Officer will be a member of the U.S. Programs unit. The U.S. Programs (USP) unit manages the Foundation’s grantmaking to ensure equitable, dignified, and supported access to women's health and reproductive freedom in the United States. Our unit supports numerous organizations in two main areas (or portfolios) of reproductive health, access, and justice movements. The first, referred to as Patients and Access, partners with individuals, health centers, clinicians, training facilities, and related research. The second, Social Change, supports organizations focused on building longer-term systems change through social support, addressing public policy advocacy, communications and messaging, movement building, and litigation.
Job Overview
Reporting to the Senior Program Officer, the Program Officer will guide the strategy and grantmaking of the U.S. Program team that relates to the integration of reproductive freedom and contraceptive access within the broader U.S. health care system. Historically reproductive health and to a lesser degree, contraceptive care, have been isolated from the workings of the U.S. health care system, which can have a negative impact on access and sustainability of the care ecosystem. We are looking for a team member who can help bridge those gaps to ensure long-term, sustainable access to equitable, high-quality access to reproductive health and contraceptive care, with particular focus on payment and coverage policy.
*This role is based in the United States. We are not accepting applications outside of the country at this time.
*This role may be hybrid or remote, depending on the finalist. If the finalist is remote, they will be expected to travel to the Omaha office at least 3-4 times per year.
Requirements
Background and Experience
Required:
- Demonstrated knowledge in the U.S. health care safety net and relevant state and federal policies, including but not limited Medicaid (including waivers/demonstration projects and State Plan Amendments). Strong knowledge and experience regarding health care access and health systems. Specific knowledge of the non-profit work environment is highly valued; understanding of both direct patient care and organizational business considerations is also necessary.
- Demonstrated knowledge in one or more of the following areas: integration of reproductive health care into varied health care service settings, health care financing, causes and remedies of health disparities, health care delivery systems, barriers to reproductive access, reproductive and/or primary care clinical operations, health care quality standards, healthcare consumer/stakeholder engagement and patient experience, state and/or federal programs and policies related to health care access, or other relevant topical expertise.
- Minimum 5 years of experience working in one or more of the areas listed above, including some program management responsibilities.
- Minimum 3 years of direct experience managing other people, relationships, projects, or processes.
Preferred:
- Experience working within state or federal government health agency(ies).
- Experience working with or in the reproductive health, rights, and justice movement.
- Bachelor’s degree in health care related field, political science, public health, health policy, gender studies, advocacy etc. OR 7+ years professional experience with increasing responsibility directly related to the role will be considered.
- Experience working in an environment with colleagues across multiple locations.
