Payroll & Benefits Coordinator– Classified Exempt Position Description
JOB TITLE: Payroll & Benefits Coordinator
REPORTS TO: Director of Business & Operations
JOB OR POSITION SUMMARY:
Under the supervision of the Director of Business & Operations, prepares, distributes and reports payroll information for all district employees, including benefit and tax reporting and remittance. Position requires expertise in complex accounting and payroll/benefit functions, general principles of accounting, auditing, contract interpretation/implementation, and high levels of independent decision making. Makes recommendations to Director of Business & Operations based on the application and interpretation of data, procedures, policy, contract agreements and law.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
*Oversee and process payroll information (i.e. timesheet input, benefit & retirement data input, reconciliations, etc.) for the purpose of compliance with district, state, and federal mandates in a timely and accurate fashion
*Maintain district payroll system which includes a wide variety of district payroll information, files, records for the purposes of ensuring the availability of documentation and compliance with established policy and regulatory guidelines
*Analyze, interpret and, using discretion and independent judgment, apply reports, agreements, policies and regulations (i.e. labor distribution, payroll related data, contracts, Federal and State guidelines, etc.) for the purposes of assuring accurate payroll reporting
*Prepare reports, filings, correspondence with other written materials (e.g. monthly payroll report, transmittal memos, W-2’s, 941 tax filing, employment verification, etc.) for the purpose of providing written reference and/or complying with district, state and federal requirements
*Coordinate payment and reporting for employee health related benefits program (i.e. medical, dental, disability, retirement, tax sheltered annuities, etc.) and ensure compliance with all RCWs, WACs and district policies
*Maintain all records necessary (i.e. pay rates, leave records, contracts, payroll reports, etc.) for the purpose of providing an up-to-date reference and audit trail for compliance
*Collaborate and coordinate between payroll and human resources for the purposes of organizing and supporting systems, activities, decision making, and problem-solving, and that ensure effective providing service to employees
*Participate in new employee orientation for insurance benefits and assist employees in completion of paperwork/online enrollment
*Communicate with and update employees during annual open enrollment period on health care coverage and premium changes
*Prepare all periodic payroll and benefit reports for all federal, state, and local entities and audit payroll monthly to ensure accuracy, timeliness and compliance
*Balance monthly vendor billing with payroll records and submit to vendors with payment; maintain appropriate documentation/files
*Coordinate L & I workers’ compensation claims and related payroll services in conjunction with fiscal department
*Coordinate all aspects of VEBA plan administration, and Retirement plan administration
*Monitor FLEX plan yearly enrollment and ensure that all requirements are met and appropriate documentation maintained
*Participate in special projects as assigned and perform related duties and key responsibilities as requested
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Knowledge of school operation and ability to relate effectively to students, staff, parents, and community
Knowledge and comprehension of generally accepted payroll and benefit processes, rules and RCWs and WACs
Knowledge of governmental fund account (WA State public school accounting/payroll preferred), fiscal account code structure and application for audit purposes
Knowledge of Department of Internal Revenue rules and regulations for public entities
Knowledge of Washington state retirement systems and Workers Compensation rules and regulations
Knowledge of the use of a variety of office equipment
Knowledge of Skyward software system, EDS, and other student data systems preferred and the ability to data mine
Skills that exemplify high level of computer proficiency and application of technology including MS Excel, Word, PowerPoint and other similar programs
Flexible, with a good sense of humor, goal oriented
Knowledge of correct grammar, spelling, English usage, and mathematical calculations
Skills in organizing tasks/duties/records, attention to detail, problem solving, and commitment to follow through
Ability and willingness to learn a variety of data systems and take the lead in an effort to train others
Ability to use discretion and independent judgment regarding matters of significance
Ability to establish and maintain effective working relationships
Ability to work patiently, effectively and cooperatively with others

Classification: Classified Exempt
Work Year/Days: 260 days per year, 8 hours per day
Requirements
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is frequently required to sit, stand, lift, carry, move about, hear and speak. The employee may sit for long periods of time using a computer. The employee must occasionally lift and/or move 25 pounds and up to 50 pounds. The employee will occasionally bend or twist at the neck and trunk, reach with hands and arms, stoop, kneel, or crouch. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
OTHER REQUIREMENTS/QUALIFICATIONS:
Bachelor’s degree with an emphasis in accounting, business or similar area of emphasis preferred
Experience with advanced payroll/auditing and in processing contract and benefits; 3 or more years preferred
Advanced training and/or equivalent experience in a similar job, in a school setting, may be substituted for education
Preferred bilingual fluency in reading, writing, and speaking another major language, Spanish preferred
Successful Washington State Patrol check and FBI Fingerprint Clearance Report and Disclosure Statement in accordance with state law
All District employees shall sign an Authorization and Release of Information form relating to prior school district employment
