Description
This position will report daily from the Wabasha main office, while working with their team of maintenance technicians responsible for the various regions. This position will require travel to oversee, train, complete work orders and contribute to projects when needed, observe and evaluate capital work. We are seeking an individual with work experience in building maintenance, inspections, inventory and centralized ordering, to streamline current maintenance processes in Yardi software system, in order to maximize performance and unit turnovers. Individual must be able to work in a fast-paced environment, be a change agent, have the ability to plan both short and long-term, develop weekly work schedule for staff and coordinate with Housing Managers to ensure Housing Department goals are met. This position will report to the Housing Director and requires an individual who follows multiple housing regulations, is able to construct well-written correspondence and can effectively communicate with tenants, staff, vendors, and funders. Individual must be efficient, articulate and a professional role model for all staff.BASIC FUNCTION:
Under limited direction and supervision of the Housing Director and/or Deputy Director, supervises and coordinates all maintenance work including, but not limited to; scheduling, coordinating care, repair, and maintenance of all HRA owned rental units and property, including structural, mechanical, plumbing, electrical, and grounds, and conducting inspections.
Supervises and directs custodial and maintenance activities to ensure agency standards are met.
Recommends and implements changes in HRA's policies and practices as necessary to meet changing conditions or changes in Federal and State regulations.
DUTIES AND RESPONSIBILITIES:
- Provides technical assistance to and supervision of custodians and maintenance staff to ensure building systems, equipment and grounds are kept in a decent, safe, sanitary
- Evaluate maintenance requests and determine whether repairs require licensed Aide in the selection of licensed contractors as needed and monitor work of all outside contractors to assure work is being completed in accordance with HRA standards.
- Implement, perform, and assist when needed all maintenance repairs (which do not require licensed tradesmen) to all HRA owned property.
- Determine the need for maintenance tools, supplies and equipment; maintain inventory system for expendable and non-expendable equipment and Ensure purchases comply with agency procurement standards.
- Ensure the completion and submission of work orders for all completed maintenance
- Assist in budget preparation by determining anticipated maintenance and capital needs and equipment for future budgets.
- Maintain inventory records for expendable and nonexpendable goods
- Ensure maintenance of all HRA vehicles and equipment
- Responsible for the maintenance of all HRA owned Advises Housing Director of any problems or concerns regarding the condition of or maintenance of HRA owned properties or program compliance violations.
- Responsible for determining priority of maintenance and custodial work, coordinate staff and schedule custodians and maintenance staff to ensure all work orders are done in a timely manner and to HRA policies. Ensure the accuracy and quality of all HRA work
- Provide on the job and recommend training to custodial and maintenance staff to ensure compliance with Agency, HUD and OSHA standards and ensure staff are current with policies, procedure and maintenance methods.
- Adhere to and ensure completion of all preventative maintenance for all HRA owned properties. Complete periodic servicing to mechanical and HRA owned equipment.
- As the Housing Department Procurement Officer, responsible for contracting of all painting, flooring, cleaning, lawn maintenance, snow removal, and all other regular services involved in the maintenance of HRA owned properties, according to the SEMMCHRA Procurement Responsible for monitoring, follow-up and completion of said contracts.

- Ability to work independently, set priorities and organize workload so that HRA owned properties are kept in a decent, safe, sanitary and energy efficient condition.

QUALIFICATIONS:
High School graduate or GED equivalent and a minimum of 5 years of successful experience in a building maintenance supervisory role in property management, building services, or related environment. Has thorough knowledge of property maintenance, plumbing, heating, cooling, and electrical systems, and structural repair functions. Knowledge and experience writing specifications, performing estimations, construction practices and building codes. Class "C" Boilers License preferred but not required. Must be a licensed driver and have a car and cell phone available to carry out assignments.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 70 pounds of force and willing to use a ladder; work regularly requires sitting and speaking or hearing, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
SPECIAL REQUIREMENTS:
Applicable agency and department training necessary to meet the essential functions will be provided upon hire.
Valid driver's license in the State of Minnesota.
Salary/Compensation: $57,802 - $61,322 per year
