Job Summary:
The Executive Director is the chief executive officer of the Hays Recreation Commission (HRC), responsible for leading all recreational programs, facilities, and operations. This role provides strategic direction, oversees full-time staff, manages the budget, and ensures high-quality services for the community. The Executive Director also maintains strong partnerships with the HRC Board, local government, and community stakeholders. Notably, HRC is in the early stages of a multi-million dollar facility construction project, adding a significant leadership opportunity to this role.
Essential Duties & Responsibilities:
Leadership & Administration:
Serve as the executive leader of the Hays Recreation Commission, ensuring the effective delivery of recreation programs and services.
Develop and implement policies, procedures, and long-term strategic goals for the commission.
Oversee the hiring, training, supervision, and evaluation of all full-time staff and department heads.
Foster a positive and productive work environment, promoting teamwork, innovation, and staff development.
Provide professional recommendations and reports to the HRC Board, attending all board meetings and ensuring transparency in commission operations.
Financial & Budget Management:
Develop and oversee the annual budget, ensuring responsible fiscal management and financial stability.
Monitor revenue streams, including program fees, sponsorships, and grant opportunities, to enhance funding sources.
Ensure compliance with all financial policies, including procurement, payroll, and auditing processes.
Identify and implement cost-saving measures without compromising program quality.
Program & Facility Oversight:
Oversee the development, implementation, and evaluation of recreation programs, events, and leagues for all age groups.
Ensure the proper maintenance, safety, and improvement of HRC-owned and managed facilities, including sports complexes, fitness centers, and aquatic centers.
Coordinate capital improvement projects and facility upgrades in alignment with the community's needs.
Stay updated on recreation trends and implement innovative programs and services.
Community Engagement & Public Relations:
Serve as the primary spokesperson for HRC, representing the commission at public meetings, community events, and local government functions.
Build and maintain strong relationships with local schools, city and county officials, and community organizations to enhance recreation opportunities.
Develop marketing and communication strategies to increase public awareness and participation in HRC programs.
Address community concerns, feedback, and suggestions to continuously improve services.
Compliance & Risk Management:
Ensure compliance with all local, state, and federal regulations related to recreation, personnel, and facility management.
Develop and enforce safety policies and risk management plans for programs and facilities.
Implement best practices for emergency preparedness and response planning.

Requirements
Qualifications & Requirements:
Education & Experience:
Bachelor’s degree in Recreation Management, Sports Administration, Public Administration, or a related field
Certified Park and Recreation Professional (CPRP) certification preferred; candidates without certification must be willing to obtain it within 24 months of hire.
Minimum of 5 years of experience in recreation management, municipal government, or a related field, with at least 3 years in a supervisory role.
Proven experience in budget development, staff supervision, and facility operations.
Skills & Abilities:
Strong leadership, organizational, and decision-making skills.
Ability to develop and implement strategic plans and operational policies.
