Description
Provide technical support to assigned engineering programs. Review, inspect, and process new street additions and county bond projects for acceptance into the State Secondary System. Review, approve, process, issue, and inspect permit-related work activities (private/commercial entrance permits, utility permits, and land use permits) to ensure compliance with standards and specifications. Ensure safety of the traveling public during permitted work. Assist in planning, coordinating, developing, and evaluating Land Use Permit and Subdivision Street Acceptance programs.
Key Responsibilities
Communications: Review and approve lane/road closures, detours, and special use activities. Provide guidance and interpretation of policies and regulations to citizens, officials, and local governments. Address inquiries, resolve conflicts, and negotiate solutions for design issues.
Compliance: Ensure compliance with construction directives, environmental and safety requirements, acceptance testing, and quality standards. Address environmental discrepancies and safety violations. Enforce OSHA, VOSH, DPOR, and related safety policies.
Coordination: Act on behalf of Permit Manager as needed in land use permit and street acceptance issues. Recommend updates to program policies and procedures.
Engineering Support: Provide technical solutions to complex cases.
Job Safety: Ensure work site safety, apply proper protection techniques, and enforce PPE requirements. Apply MUTCD standards for detours, closures, and work zones. Maintain knowledge of OSHA and VOSHA safety rules.
Land Use Permits: Issue and process permit applications for right-of-way work. Inspect permit projects to ensure conformity with plans and requirements. Meet with applicants in the field, review work zones, and determine bond estimates. Review site, utility, and road construction plans for constructability and compliance.
Recordkeeping: Research and update program records and databases. Maintain accurate project documentation and address discrepancies.
Plan and Site Review: Review site plans, rezoning requests, plats, and subdivisions for compliance. Conduct on-site field reviews with owners or agents.
Special Studies: Perform studies and assignments to support program initiatives. Prepare technical correspondence and documentation.
Subdivision Street Acceptance: Inspect and review subdivision streets for state system acceptance. Coordinate phase inspections, perform final inspections, and complete required documentation. Review and process abandonments and discontinuances.
Technical Guidance: Serve as a technical resource to inspectors, contractors, and management. Provide training, mentoring, and field guidance.
Time Management: Manage multiple projects, prioritize tasks, and ensure timely completion.
Training: Support training programs and mentor staff.
Representation: Serve as representative to external contacts, contractors, and the public.

Ability to read and interpret site plans, plats, and construction/utility plans.
Knowledge of highway construction methods, procedures, and land use permitting.
Skilled in computer and software applications.
Requirements
Minimum Qualifications
Ability to obtain required certifications within specified timeframes.
Experience in highway construction and roadway maintenance procedures.
Experience with land use permitting processes.
Ability to interpret technical standards, manuals, and requirements.
Proficiency in computers and software applications.
Valid drivers license.
Additional Considerations
Training, experience, or education in Civil Engineering or related field preferred.
Experience in construction, roadway maintenance, and land use permitting.
Familiarity with MUTCD, VA Work Area Protection, Road Design, and Land Use Manuals.
Possession of certifications such as Soils & Aggregate, Asphalt Concrete, Hydraulic Cement Concrete, Pavement Markings, Nuclear Safety, and Erosion & Sediment Control.
