ABOUT DC RANCH:
DC Ranch is a 4,400-acre community located adjacent to the McDowell Sonoran Preserve in north Scottsdale, Arizona. The community is composed of 25 diverse neighborhoods within four distinct villages that interact with shared open spaces to create a sense of living with the land. The first home was completed in 1997, and there are currently 2,800 homes and approximately 8,500 residents on the Ranch.
DC Ranch is governed by three entities: DC Ranch Community Council, DC Ranch Association (“DCRA”) and the DC Ranch Covenant Commission. All three entities work toward the same goal: to serve residents and create a community that is beautiful, functions well, and creates a deep sense of belonging.
The DCRA current annual operating budget exceeds $12M and holds managed reserve funds/investments totaling $15M.
OVERVIEW:
The Director of Finance is a key executive leader within the Ranch Association, serving as the principal steward of the organization’s financial management and administrative operations, while also supporting strategic development and new initiatives.
This position provides visionary oversight across accounting, investments, insurance, and resident services to ensure sound financial planning, transparency, operational excellence, and alignment with the DCRA’s mission and community values.
POSITION RESPONSIBILITIES:
Financial Strategy & Leadership
- Provide strategic financial guidance to the Chief Administrative Officer, the Chief Operating Officer, the Association Treasurer and Budget & Finance Committee, and DCRA Board of Directors.
- Develop, monitor, and report on annual operating, capital, and reserve fund budgets.
- Lead investment strategy and oversee performance and compliance of managed funds.
- Ensure the proper funding, use, tracking, and long-term planning of reserve funds, aligned with governing documents and fiduciary best practices.
- Prepare long-range financial plans and forecasts to support organizational goals.
- Regularly present financial updates and performance metrics to stakeholders.
Administration & Internal Services
- Directs the overall daily and long-range DCRA financial operations in coordination with DCRA CAO/COO: Oversees policy-driven cash flow management, receipts and disbursements. Oversee the production and distribution of all financial reports and statements.
- Engages in strategic financial collaboration with the Community Council Director of Finance & Administration to coordinate shared accounting services, ensure compliance with financial policies, and support cross-entity reporting and analysis. Maintains an effective partnership promoting fiscal accountability and operational efficiency within the accounting shared services model.
- Manage insurance programs, policy renewals, and relationships with brokers and carriers.
- Ensuring that customer service at DCRA Offices (in person/by phone/by e-mail) reflects organizational values and excellence standards.
Governance & Compliance
- Serve as staff liaison to and coordinate work of the DCRA Budget & Finance Committee. Provide expert guidance and support to the DCRA Board Treasurer and address the needs of the DCRA Board of Directors. Facilitate in concert with the DCRA CAO/COO, review presentations of DCRA financial agreements to the DCRA Budget & Finance Committee.
- Ensure compliance with all federal, state, and local laws, tax regulations, and accounting standards and adherence to all DCRA governing documents and policies.
- Facilitate with the DCRA Budget & Finance Committee the periodic vetting and engagement of external auditing firms per prescribed DCRA request for proposal (“RFP) procedures. Liaison with the external auditors to oversee production of the annual audit and tax returns.
- Manage legal escalations related to collections and serve as a liaison with legal counsel.
- Develop and maintain disaster recovery plans and financial contingency strategies.

Requirements

POSITION REQUIREMENTS:
- Bachelor’s degree in Accounting, Finance or Business Administration (Master’s preferred)
- A minimum of eight (8) years of professional finance experience including at least five (5) years of supervisory experience related to professional staff is required; Community Management finance management experience is preferred.
- Certification as a public accountant (CPA) or Chartered Financial Analyst (CFA) strongly preferred.
- Proficient in Microsoft Excel and financial software (Caliber or similar HOA accounting and reserves software preferred)
- Deep understanding of fund accounting, budgeting, and reporting in multi-entity or complex HOA environments.
