Cross Connection Control Specialist
The PositionThe City of Lathrop Public Works Department is looking for a highly motivated, reliable and skilled individual to join our team in the position of Cross Connection Control Specialist. Working in the Utility Operations Division, the individual hired will administer and oversee the cross-connection inspection and control program.The ideal candidate should have the following knowledge and traits:- Working knowledge and experience to administer and oversee the cross-connection inspection and control program and carry out the daily responsibilities of the position.
- Maintains a proactive approach to identify potential hazards and makes recommendations to improving the overall backflow prevention program.
- Flexible in their work style and can manage interruptions and changing priorities throughout the day.
- Ability to work independently or as part of a motivated team that provides excellent service in a fast-paced environment.
- Communicate effectively with staff and members of the community.
- Can produce thorough reports of their inspections, tests, and any recommended repairs.
Under general supervision of the Utility Operations Superintendent, or designee, administers and oversees the cross-connection inspection and control program; performs related inspection, enforcement and testing work; enforces State Health Department regulations and local ordinances pertaining to back siphonage and cross connection in water systems; performs inspections of utility infrastructure projects to ensure compliance with regulations, specifications, and project plans; performs semi-skilled and skilled duties associated with the operation and maintenance of the City's water production facilities, pumping, and storage facilities; ensures safe production, delivery and protection of the City's water supply; and performs related duties as required.Essential Functions (includes, but is not limited to the following):- Surveys, monitors and inspects City, industrial, commercial, institutional, residential and other consumer facilities to detect violations of State Health Codes and local ordinances pertaining to back siphonage and cross-connection in the water system.
- Reviews and analyzes data relating to water quality; monitors compliance and recommends adjustments to obtain and ensure conformity as needed.
- Maintains accurate records of installation and testing of all backflow devices within the City of Lathrop water system; writes reports of violations, citing authority in state code and/or city code; completes annual reinspections and reviews annual test reports of backflow devices in service.
- Manages City approved backflow tester list; prepares correspondence, tracks tester requirements and maintains an accurate list that is available to the public.
- Prepares correspondence to backflow assembly owners requesting annual backflow testing compliance and performs related follow-up tasks; ensures compliance with local, state and federal rules, regulations and codes; tracks requests and maintains files.
- Coordinate with contractors, subcontractors, city staff, consultants, vendors, utility companies, regulatory agencies, and public as necessary throughout the course of construction and maintenance projects and programs.

EXPERIENCE AND LICENSE/CERTIFICATIONS
- Education and/or Experience
- A high school diploma or equivalent. One year of technical experience in water system distribution design, operations and maintenance is desirable.
- Licenses/Certifications
- Possession of, and ability to maintain, a California Class C driver’s license (California Class B is highly desirable).
- Possession of a Backflow Prevention Assembly Tester certificate and a Cross-Connection Control Specialist certificate issued by the American Water Works Association.
- Possession of a Water Distribution Operator Grade II Certificate and Water Treatment Operator Grade II, or higher, issued by the State of California is highly desirable.

Physical Working Conditions
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. The incumbent may use chemicals which may expose the employee to fumes, dust and air contaminants, and be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to climb ladders, work at heights over 10 feet, enter confined spaces, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The incumbent may be required to respond to after-hours emergency call-outs and perform routine standby duties.

Retirement- Tier one - CalPERS Classic employees prior to April 30, 2011; 2% at 55 Public Employees Retirement System (PERS) retirement benefit.
- Employee contribution is 7%.
- Tier two - CalPERS Classic employees hired after April 29, 2011; 2% at 60 Public Employees Retirement System (PERS) retirement benefit.
- Employee contribution is 7%
- Tier three - New CalPERS members hired after December 31, 2012; 2% at 62 Public Employees Retirement System (PERS).
- Employee contribution is 7.75%
Social Security/Medicare
No participation in Social Security; there is a deduction for Medicare
Retiree Health- City-paid retiree medical 55-65 = same health benefits premium as active employees (Retiree +1)
- City-paid medical at Medicare eligibility (65) = Minimum Employer Contribution ($158 for 2025)
- Vesting Schedule upon retirement from the City:
- Hired on or before December 31, 2014, 100% vested
- Hired on or after January 1, 2015
- 25% vested at 5 years
- 50 % vested at 10 years
- 100% vested at 15 years
The City currently contributes up to a maximum of $2,093 per month for Health Insurance (medical, dental, and vision) for full-time employees and eligible dependents beginning January 2025.
Vacation- 0-4 Years: 80 hours (accrued bi-weekly)
- 5-9 Years: 120 hours (accrued bi-weekly)
- 10+ Years: 160 hours (accrued bi-weekly)
Twelve days annually and one floating holiday. New employees hired after July 1st shall not accrue a floating holiday until the following July 1st.
Sick Leave
96 hours (accrued bi-weekly). Upon accumulation of 96 hours sick time, up to 40 hours may be converted to vacation as outlined in the Personnel Rules and Regulations.
Term Life Insurance
City paid coverage equal to annual salary.
Deferred Compensation
Voluntary employee participation in four (4) 457 plans.
