Description
Plan and deliver the district maintenance contract program. Provide technical leadership, supervision, coordination, and support to district and area maintenance staff. Supervise staff in performing contract analysis and administration functions, including researching, developing, monitoring, and evaluating contracts.
Key Responsibilities
Contract Development: Develop and administer emergency response and asset maintenance service contracts. Ensure proposals are complete, compliant, and effective prior to submission. Monitor contractor performance for compliance.
Emergency Response: Coordinate outsourced emergency response programs including snow operations, hurricane readiness, incident management, and severe weather mobilization. Serve as District Duty Officer as scheduled. Develop partnerships with localities and contractors to ensure effective emergency response.
FEMA & FHWA Reimbursements: Prepare and track financial reports related to emergency projects. Establish records of storm-related damage, corrective actions, and costs. Prepare documentation for FEMA and FHWA reimbursement.
Maintenance Service Contracts: Manage and administer district maintenance contracts. Evaluate contractor performance, ensure compliance, and manage expenditures. Validate payments and reject non-compliant invoices. Communicate with stakeholders to resolve performance concerns and promote program understanding.

Knowledge of road and bridge standards, specifications, MUTCD, OSHA, and environmental laws.
Knowledge of procurement principles, emergency response procedures, and economic analysis (life cycle cost, cost-benefit, budgeting).
Ability to perform field investigations and document contractor work.
Skill in interpreting construction and maintenance plans, writing technical documents, and using computer applications.
Strong communication and supervisory skills.
Requirements
Minimum Qualifications
Experience managing maintenance activities and contracts.
Experience in economic analysis, budgeting, and cost tracking.
Knowledge of roadway maintenance, construction operations, standards, and specifications.
Knowledge of OSHA and environmental laws.
Skill in technical writing, contract management, and report preparation.
Valid drivers license.
Additional Considerations
Training, experience, or education in Civil Engineering or related field.
Experience supervising staff.
Experience in roadway maintenance and construction projects.
Knowledge of emergency response procedures.
Knowledge of the Virginia Procurement Act and contract management practices.
