DESCRIPTIONMichael Baker International is seeking to hire a full-time a Civil Associate to support the City of Houston's Office of the City Engineer in reviewing plans related to Telecommunications, Encroachments, and Stormwater infrastructure. This role is part of a staff augmentation contract (approximately 9 months) and will require close coordination with city departments, consultants, and developers to ensure compliance with applicable codes, ordinances, and design standards. After the contract period, the chosen candidate will transition to Michael Baker's Houston, TX office to support our Water Resources team.
RESPONSIBILITIES
Telecommunication Plan Review
- Review and approve permit applications and engineering drawings for telecommunications infrastructure (e.g., DAS, fiber optics, wireless facilities).
- Ensure compliance with the City's Infrastructure Design Manual (IDM), ordinances, and applicable state codes.
- Coordinate with internal departments and external stakeholders to resolve design issues.
- Track and document plan reviews using city software systems.
Encroachment Plan Review
- Evaluate applications for encroachments into the public right-of-way, including vaults, tunnels, balconies, signs, conduits, and other structures.
- Verify submitted GIS mapping data and ensure alignment with the City's GIS systems (COHGIS & GIMS).
- Review insurance documentation and legal agreements for compliance.
- Calculate encroachment fees and ensure proper documentation and approvals.
Stormwater Plan Review
- Review stormwater drainage and detention plans for residential and commercial developments.
- Ensure compliance with the City's Code of Ordinances, IDM, and applicable federal/state regulations.
- Evaluate Stormwater Quality (SWQ) permit applications.
- Provide technical guidance and feedback to applicants and consultants.
PROFESSIONAL REQUIREMENTS
- Bachelor's degree in Civil Engineering or other engineering discipline with water resources engineering experience, Master's degree preferred
- 0+ years of Water Resources engineering experience
- Hold a Texas EIT, or the ability to obtain within six months
- Must demonstrate excellent speaking and written communication skills
- Proficiency in AutoCAD, GIS, and plan review software preferred
- Familiarity with Houston's IDM, permitting processes, and GIS systems preferred
COMPENSATION
The approximate compensation range for this position is $65,859- $85,000 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
