Department Overview
Rakuten Mobile commenced full-scale service provision in April 2020, following capital investment centred on mobile base station deployment since 2019. Since then, alongside the ongoing expansion of base stations to enhance communication quality, we have offered the "Rakuten Strongest Plan" across our nationwide service area, enabling unlimited high-speed data communication, including 5G.
The Rakuten Group MVNO Division provides Rakuten Mobile lines to businesses and members of the Rakuten economic ecosystem who utilise Rakuten's diverse services (marketplaces, travel, cards, payments, etc.), leveraging synergies within the Rakuten ecosystem.
MVNO operators develop unique services that address users' granular needs - needs often overlooked by MNOs - while capitalising on the strengths and characteristics of their existing businesses.
The MVNO Operations Department drives operational activities for each MVNO initiative, designing operations for each measure based on standardised procedures and systems. This ensures the reliable development of user-friendly, incident-free operations and systems that comply with legal requirements. Furthermore, actual operations are outsourced not only to in-house teams but also to external vendors; managing these arrangements enables us to strive for the provision of higher-quality services.

Position Details
You will be responsible for project management (PM) or project management office (PMO) duties for a series of projects involving the construction and subsequent launch of various operations and systems.
Specifically:
- Defining project objectives, scope, schedule, budget, and resources
- Creating, updating, and managing progress of the work breakdown structure (WBS)
- Scrutinising, evaluating risks, and considering countermeasures
- Managing cost forecasts and actuals
- Coordinating, communicating, and setting up/facilitating meetings between relevant departments
- Preparing project progress reports and performance reports
Work Environment
The MVNO Business Division Operations Department is broadly divided into two groups:
Process Standardization Group and Project Implementation Operation Group.
These comprise three and five members respectively.
With members possessing diverse backgrounds including project management, problem-solving skills, and operational experience,
the department drives the development of new initiatives and operational improvements.
Mandatory Qualifications:
- PM or PMO experience (3+ years) in SI, consulting, operating companies, web, SaaS, packaged software, etc.
- Project scale experience (indicatively: 30-person scale, duration of approximately 6 months to 1 year, budget scale of ¥1 billion projects)
Desired Qualifications:
- Operational knowledge or project experience within the telecommunications industry (particularly MVNO/MNO)
- Knowledge of MNO services, networks, billing systems, customer management systems, etc.
- Experience in business process design and improvement, including BPR (Business Process Reengineering), and project experience in operational efficiency and optimisation
- Experience in system requirements definition and design: Experience translating business requirements into system requirements and collaborating with external vendors and development teams to advance concrete designs.
- Vendor management experience (negotiating contracts with multiple external vendors, progress management, quality control, and cost management)
- English proficiency
