Overview
RN Administrator / Director –Personal Assistance Services (PAS) HomeCare StartUp
We are launching a Texas licensed, non-medical PAS home care agency and need a founding Administrator to secure licensure, build compliant operations, and scale service delivery once clients are onboarded. This executive level role carries full authority and accountability for day to day administration under 26TAC§558 and will act as the designated Administrator on our licensing application to Texas Health &Human Services Commission (HHSC) and Texas Medicaid &Healthcare Partnership (TMHP).
Duties
PRE-LICENSURE (Months 1-6)
Lead the remaining HHSC licensing workflow for survey readiness and coordinate with compliance consultants.
Oversee Medicaid enrollment (TMHP, EVV vendor onboarding) and secure payer contracts.
Establish KanTime EMR: workflow design and template creation.
Work with Founder and Consultant to implement initial policies and procedures (infection control, emergency preparedness, abuse/neglect, HIPAA).
Build the initial operating budget and chart of accounts; coordinate with CPA on fiscal controls.
Participate in marketing start-up plan and community liaison activities.
Serve as agency spokesperson during HHSC survey and any corrective-action follow-up.
POST-LICENSURE / ONGOING
Direct all daily operations; ensure compliance with 26 TAC Chapter 558 and other applicable laws.
Organize and direct agency functions, including client intake, scheduling, QA/PI, and billing.
Provide administrative supervision of all services; ensure documentation is accurate and timely.
Recruit, orient, and evaluate field and office personnel; verify credentials.
Maintain budgeting and accounting systems; monitor KPIs, cost controls, and audit trails.
Ensure continuous staff education, in-service compliance, and completion of annual competency reviews.
Lead the QAPI program; analyze client satisfaction and incident reports; implement corrective actions.
Requirements
Minimum Qualifications (per 26TAC§558.244 &§558.259)
Education & Licensure
Required: Active, unencumbered Registered Nurse (RN) license – State of Texas.
Alternate Path: High school/GED and ≥2years management or supervisory experience in a health related setting.
Experience
≥1year administrator, director, or operations manager experience in a licensed HomeHealth, PAS, or related community based services agency.
Demonstrated success leading new license startups or HHSC post survey corrective actions strongly preferred.
Training we will require once hired
8 clock hours HHSC approved Administrator training covering licensing standards, state & federal laws.
16additional hours on required topics (Fraud/Abuse, Client Rights, Emergency Preparedness, Infection Control, etc.) within first 12months of designation.
KanTime EMR: minimum 8hours system training (virtual or onsite).
Current CPR and valid driver’s license, personal vehicle with auto insurance.
Competencies & Skills
Deep knowledge of Texas PAS, EVV, Medicaid and payer credentialing, plus familiarity with TMHP portals.
Proven ability to implement agency policies, QAPI, and budgeting systems.
Strong leadership and change management skills in a growth environment.
Excellent written/oral English (per TAC), report writing, and presentation abilities.
Technically adept with KanTime platform (not required, training provided).
Conditions of Employment
Satisfactory criminal history check (per 26TACChapter560).
No disqualifying enforcement history as an Administrator with HHSC (§558.244).
Ability to lift up to 25lbs and conduct in home supervisory visits as deemed necessary by Founder.
