Job Description:
The Tennessee Department of Health (TDH) Division of Laboratory Services (DLS) provides clinical and environmental testing services through two public health laboratories located in Nashville and Knoxville. This position is based at the Nashville Central Public Health Laboratory, a dedicated facility with over 180 full-time employees. This position reports to the Laboratory Director and will provide management and coordination of administrative functions within a laboratory setting, including oversight of budget and finances, contract management, grant management, lab supply and asset procurement, inventory management, and billing.
The Administrative Division Director is part of the laboratory leadership team and assists with planning, policy and procedure review, budget formulation, legislative review, and developing strategic and programmatic goals and milestones. The Administrative Division Director provides staff with fiscal direction, operational and administrative oversight, and training necessary for the laboratory to effectively meet regulatory obligations and organizational objectives.
Responsibilities:
Oversees and manages the annual operational and grant budgets for both Nashville Central Laboratory and Knoxville Regional Laboratory.
Oversees sources of revenue, including clinical and environmental billing, cost studies, and reimbursement processes to ensure accurate financial reporting and compliance with accounting standards and audit readiness.
Provides oversight of the laboratory contracts and procurement processes, implementing and renewing contracts in compliance with state requirements and ensuring sufficient supplies are maintained for all laboratory sections.
Provides effective and efficient administrative leadership, including budget management, grant metrics and milestones, resource allocation, and strategic planning, to ensure lab management and staff, as well as current and future laboratory services, are properly funded and supported.
Oversees the Grants team, ensuring all deadlines and milestones are met for existing grants and pursuing additional grant funding opportunities relevant to the laboratory.
Ensures the Administrative Division is staffed with fully qualified personnel who are trained and competent in providing the highest quality of laboratory services.
Provides direction and training to staff on fiscal processes so they can effectively manage and oversee section budgets and contracts.
Establishes and maintains effective collaborative working relationships with the state departments, divisions, and external partners.
Contributes to the laboratory’s strategic planning and implementation. Provides leadership to staff by helping develop and implement organizational goals and continuous improvement efforts.
Assist with leading and managing administrative activities involved in transitioning from the existing laboratory to the new laboratory facility.
Required Education/Experience:
Hold a master’s degree from an accredited college or university with at least three (3) years of full-time, pertinent administrative experience, including budgetary and/or fiscal management, and at least two (2) years of supervisory and/or managerial experience, OR have a minimum six (6) years of full-time, pertinent administrative experience, including budgetary and/or fiscal management, and at least three (3) years of supervisory and/or managerial experience.
Substitution of education for experience: graduate coursework received from an accredited college or university may substitute for the required experience on a year-to-year basis to a maximum of two years, with there being no substitution for supervisory/managerial experience.
Additionally, up to two years of post-baccalaureate training (e.g., fellowships) may substitute for up to two years of the required experience.
Desirable Education/Experience:
A doctorate degree from an accredited college or university.
Experience managing a multi-disciplinary team of professionals with various levels of experience and technical expertise.
Strong leadership, management, and interpersonal skills with the ability to effectively communicate information.
Experience with budget development, financial oversight, and grant management in a government or healthcare setting.
Knowledge of government procurement processes, contract administration, and vendor management.
Experience in inventory management.
Knowledge of billing practices, reimbursement procedures, and financial reporting in a government or healthcare setting.
Administrative experience in a laboratory setting.
Strong organizational skills and ability to set priorities, manage multiple projects, and meet deadlines.
Ability to research and develop policies, procedures and training materials, and ability to implement necessary changes.
Participation in local, regional and national committees, communities of practice, and programs to remain current and contribute to the advancement of public health laboratories.
Salary range: $8,534 to $11,076 monthly.
